Shabbat Parah is the 3rd of 4 special Shabbatot before Pesach. It falls on the Shabbat before Shabbat HaChodesh and represents the beginning of preparation for Pesach. The special maftir reading, found in the second scroll, details the matter of the Parah Adummah ( Red Heifer). In the days of the Temple, the priest would use the ashes of the para admmah to purify people who were in a ritually impure state, which would have prevented them from being eligible to eat of the Pesach offering.
